DESILO FHE Library v1.15.1 Release Notes

DESILO FHE Library v1.15.1 is now available (released 2026-07-14). Highlights:

• Improved overall GPU performance.
• GL ciphertexts can now be multiplied with double or integer constants.
• Fixed a bug introduced in 1.15.0 that caused bootstrap to have larger errors.
• Fixed a bug where trying to call encode_matrix a pytorch tensor that is on cpu crashed the engine in the gpu or async gpu mode.
