DESILO FHE Library v1.14.0 Release Notes

DESILO FHE Library v1.14.0 is now available (released 2026-06-01). Highlights:

• The bootstrap parameters for the 14-level configuration in compact mode have been updated to improve accuracy. The previous parameters provided insufficient accuracy for practical use. As a result, data structures generated by older versions of the library under this configuration are not compatible with this version and later releases.
• CUDA 13.2 is now supported.
