DESILO FHE Library v1.17.0 Release Notes

DESILO FHE Library v1.17.0 is now available (released 2026-09-28). Highlights:

• Improved the performance of the key switching operation. This applies to conjugation, rotation, relinearization and bootstrap.
• Fixed bug where the following two parameters were not applied the gpu mode: cuda_ntt_thread_count and cuda_random_thread_count.
